Establishes Oklahoma's participation in the "Agreement Among the States to Elect the President by National Popular Vote," a multi-state interstate compact to reform the Electoral College system.

Each member state conducts a statewide popular election for President and Vice President, with electoral votes awarded to whichever presidential slate wins the national popular vote (once states with a majority of electoral votes have joined).

Agreement becomes effective when states possessing a majority of electoral votes have enacted it in substantially the same form, and any member state may withdraw except within six months of a presidential term's end.

Requires state election officials to determine national popular vote totals, designate the national popular vote winner, and appoint electors accordingly; handles tie situations through state-level popular vote margins.

Effective November 1, 2014; provides for notification of member states by chief executives and includes a severability clause protecting the agreement if any provision is invalidated.
