• Expands registration requirements in Section 1133 to include construction machinery alongside frac tanks, rental trailers, and commercial trailers, requiring a $40 initial registration fee and $4 annual renewal fees.

• Construction machinery is exempted from the definition and does not include implements of husbandry as defined in Section 1-125.
