Amends 27A O.S. 2011, Section 2-10-205 to establish energy efficiency through recyclable materials recovery as a priority for energy-intensive industries in Oklahoma.

Defines "energy-intensive industry" to include information technology (data centers), consumer product manufacturing, food processing, and materials manufacturers (aluminum, chemicals, forest products, metals, glass, petroleum refining, mining, steel).

Requires incorporated municipalities with populations over 5,000 to develop and operate recycling programs generating raw materials for in-state manufacturing, with waste paper collection as a minimum requirement.

Directs state regulatory agencies to encourage cost-effective recovery and reuse of recyclable materials by energy-intensive industries.

Declares an emergency effective upon passage and approval; requires Department of Environmental Quality to coordinate statewide recycling efforts and report to Legislature by December 31, 2011 on achieving a 10% solid waste stream recycling goal.
