Establishes an immediate moratorium on capital punishment in Oklahoma, suspending all executions.

Calls for an independent investigation into lethal injection drug sources, as well as issues related to cost, effectiveness, and constitutionality of capital punishment.

References the April 29, 2014 execution of Clayton Lockett, which involved an untested drug combination that caused physiological complications constituting cruel and unusual punishment.

Notes that 18 states have abolished capital punishment and Oklahoma is one of 32 still using it.

Directs distribution of the resolution to the Governor of Oklahoma and the Executive Director of the Oklahoma Department of Corrections.
