Proposes amendment to Section 3 of Article XXVIII of Oklahoma Constitution to allow licensed wineries to directly ship wine to consumers aged 21+ who have visited the winery in person.

Permits winemakers producing no more than 10,000 gallons annually to directly sell and self-distribute wine to retail package stores and restaurants in Oklahoma without using wholesale distributors.

Establishes that wineries allowing direct-to-consumer shipping must meet licensing requirements from the Oklahoma Alcoholic Beverage Laws Enforcement Commission.

Includes ballot title stating the measure would allow wine to be shipped directly to consumers who have visited the winery, with shippers requiring a license.

Directs President Pro Tempore of Senate to file resolution with Secretary of State and Attorney General immediately after passage.
