Proposes amendment to Section 26 of Article II of Oklahoma Constitution to clarify citizens' fundamental right to keep and bear arms for self-defense, security, lawful hunting, and recreation.

Specifies that the right includes semi-automatic and manually loading handguns, rifles, shotguns, knives, non-lethal defensive weapons, ammunition, and components in common use in the state.

Requires regulations of this right to be subject to strict scrutiny and must be narrowly tailored to compelling interests, based on uniform standards, and not burden citizens' ability to bear arms for security and self-defense.

Allows legislation prohibiting possession of arms by violent felons, those adjudicated mentally incompetent, or those committed to mental institutions; prohibits licensure, registration, or special taxation on acquisition, ownership, or possession of arms or ammunition.

Directs Secretary of State to refer proposed amendment to voters for approval or rejection with specified ballot language.
