Proposes a constitutional amendment (adding Section 26A to Article X) to allow school districts to pay employees for compensable accrued leave or other benefits accumulated during previous fiscal years while employed by the district

Authorizes school districts to permit employees to carry forward unused accrued leave from one fiscal year to the next fiscal year

Directs the Legislature to enact implementing laws to carry out the provisions of the amendment

Requires the Secretary of State to refer the proposed amendment to voters for approval or rejection as a ballot measure (State Question)

Overrides existing constitutional restrictions in Section 26 of Article X that currently limit such school district compensation practices
