Commemorates the 11th anniversary of Oklahoma's partnership with the Republic of Azerbaijan through its National Guard State Partnership Program.

Supports the strategic bilateral relationship between the United States and the Republic of Azerbaijan in politics, economics, trade, energy, culture, defense, and security.

Recognizes Azerbaijan's historical significance as the first modern parliamentary republic in the Muslim world (1918) and the first Muslim nation to grant women equal political rights (1918).

Acknowledges Azerbaijan's role as a key U.S. strategic partner in regional security, counterterrorism, energy security, and the Northern Distribution Network supporting Afghanistan operations.

Directs distribution of the resolution to Azerbaijan Ambassador Elin Suleymanov and the Oklahoma Military Department.
