Commemorates the 11th anniversary of Oklahoma's State Partnership Program with the Republic of Azerbaijan, under which the Oklahoma National Guard has conducted over 190 exchanges with Azerbaijan's Armed Forces over the past decade.

Supports the strategic partnership between the United States and Azerbaijan, established through diplomatic relations on February 28, 1992.

Calls on the U.S. Government to strengthen bilateral relations with Azerbaijan in politics, economics, trade, energy, culture, defense, and security.

Recognizes Azerbaijan's role as a NATO partner supporting operations in Afghanistan, with over 40% of Afghanistan-bound supplies crossing through Azerbaijani air and ground networks.

Acknowledges Azerbaijan's importance to European energy security, exporting approximately one million barrels of oil daily via the Baku-Tbilisi-Ceyhan pipeline.
