Municipal governing bodies must hold two public hearings (instead of one) before adopting an urban renewal plan or making significant amendments to an existing plan.

First hearing notice must be published at least 14 days prior (changed from 15 days) in a newspaper with general circulation and posted on the municipality's website if one exists; five public notice signs of at least 9 square feet must be posted for 14 days (changed from 15 days).

First hearing is for information and questions only with a municipal representative presenting the plan; second hearing date must be announced at the first hearing and held more than 7 days later to allow public comment before any votes are taken.

Notice must include hearing time and place, boundaries of proposed urban renewal area with map, statement that first hearing is for information only, description of activities authorized, location where plan may be reviewed, and other appropriate matters.

Act becomes effective November 1, 2015.
