Re-creates the Capitol-Medical Center Improvement and Zoning Commission and extends its termination date from July 1, 2014 to July 1, 2022 under the Oklahoma Sunset Law.

Commission consists of 11 members including the Director of the Office of Management and Enterprise Services (ex officio chair), Director of Transportation Commission, President of the University of Oklahoma, and members appointed by the President Pro Tempore of the Senate, Speaker of the House, and Governor.

Includes representatives from the Planning Commission of Oklahoma City and the Long-Range Capital Planning Commission, with at least one member residing within the Capitol-Medical Center Improvement and Zoning District boundaries.

Commission is authorized to appoint and hire a Director and necessary personnel, with the Attorney General serving as legal advisor.

Declares an emergency clause, making the act effective immediately upon passage and approval.
