Extends the termination date of the Board of Tests for Alcohol and Drug Influence from July 1, 2015 to July 1, 2016 under Oklahoma's Sunset Law.

Board composition includes the Dean of the University of Oklahoma College of Medicine (Chair), Commissioner of Public Safety, State Commissioner of Health, Director of the Council on Law Enforcement Education and Training, one certified peace officer selected by the Oklahoma Sheriffs and Peace Officers Association, and one person selected by the Oklahoma Association of Chiefs of Police.

Board is authorized to appoint a State Director, Administrative Assistant, and other employees for conducting training and administrative functions subject to available funding and full-time equivalent employee limitations.

Board authority includes approving laboratories for analysis of blood, breath, saliva, and urine specimens, establishing standards for testing procedures and personnel qualifications, and issuing or revoking permits to laboratories and individuals.

Establishes a revolving fund in the State Treasury designated the "Board of Tests for Alcohol and Drug Influence Revolving Fund" to be funded by fees and used for board operating expenses.
