Re-creates the Oklahoma American Civil War Sesquicentennial Commission, extending its termination date from July 1, 2015 to July 1, 2022, to assist the Oklahoma Historical Society and Oklahoma History Center in commemorating the sesquicentennial of Oklahoma's participation in the American Civil War.

Commission consists of 12 members: four appointed by the Governor, four by the President Pro Tempore of the Senate, and four by the Speaker of the House of Representatives.

Re-creates an advisory council to the Commission composed of representatives from nine organizations including the Oklahoma History Center, Oklahoma Tourism and Recreation Department, Oklahoma Historical Society, Native American Cultural and Educational Authority, and various Civil War roundtables and memorial halls.

Commission members receive no compensation but are reimbursed for travel expenses; legislative members follow Section 456 of Title 74 of Oklahoma Statutes and nonlegislative members follow the State Travel Reimbursement Act.

Commission must submit an annual report with any legislative findings to the President Pro Tempore of the Senate, Speaker of the House of Representatives, and Governor by January 1 of each year.
