Extends the termination date of the P-20 Data Coordinating Council from July 1, 2015 to July 1, 2022, subject to Oklahoma Sunset Law provisions.

Council composition includes 13 members: Governor-appointed chair (Senate-confirmed), Chancellor of Higher Education, State Superintendent of Public Instruction, Director of Career and Technical Education, Senate member, House member, OMES staff member, Chief Information Officer, Oklahoma Employment Security Commission Executive Director, Director of Office of Accountability, and three representatives from statewide business, school superintendent, and teacher organizations.

Council shall advise state education and workforce agencies on creating a unified longitudinal student data system with interoperability and efficient data sharing among K-12, career/technical, and higher education systems.

Requires the Council to complete assessment of current student data systems by October 31, 2009 and provide recommendations for statutory changes by December 31, 2009.

Unified data system shall include student coursework and grades, facilitate cross-agency data transfer, support evidence-based decision making, and be accessible to stakeholders for research and policy purposes.
