• Extends the sunset date of the Educational Quality and Accountability Board from July 1, 2015 to July 1, 2022, re-creating the Board to continue operations under Oklahoma Sunset Law.

• Board membership consists of 11 members including the Secretary of Education (Chair), P-20 Data Coordinating Council Chair (Vice Chair), Governor's Council for Workforce and Economic Development Chair, business executives, higher education representatives, and public school educators appointed by various state officials.

• Requires a quorum of 6 members for conducting business and mandates quarterly meetings, with members reimbursed for travel expenses under the State Travel Reimbursement Act.

• Board functions include reviewing adequate yearly progress determinations, testing contracts and specifications, state testing programs, cut score establishment processes, and serving as an independent auditing entity for the Oklahoma School Testing Program Act.

• Board members are exempt from dual-office-holding prohibitions; staff support provided by House, Senate, Office of Management and Enterprise Services, and Legislative Service Bureau.
