• Delays full implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) from 2015-2016 to 2017-2018 school year, with phased rollout requirements for 2012-2014 through 2016-2017 school years.

• Modifies the deadline for the Teacher and Leader Effectiveness Commission to adopt recommendations on student academic growth calculations from May 1, 2014 to May 1, 2016.

• Requires school districts to base teacher/administrator evaluation ratings on 100% qualitative components during 2013-2014 and 2014-2017 school years, with exceptions for districts with average daily attendance exceeding 35,000.

• Establishes that by 2017-2018 and thereafter, evaluation ratings shall be based 50% on qualitative components and 50% on quantitative components (student academic growth and other academic measurements).

• Declares an emergency, effective upon passage and approval.
