HB 1030 Summary

• Oklahoma recognizes valid concealed or unconcealed carry weapons permits or licenses issued by other states, or reciprocates under the permitting law of non-permitting states.

• Persons entering Oklahoma with valid out-of-state firearm licenses may continue carrying concealed or unconcealed firearms, and must disclose possession to any peace officer encountered.

• Persons from non-permitting states may carry concealed firearms if compliant with Oklahoma Self-Defense Act, must present valid photo ID proving residency in a non-permitting state, and must fully conceal the firearm.

• Persons 21 years or older with valid out-of-state firearm licenses must apply for an Oklahoma handgun license within one (1) year of establishing residency in Oklahoma.

• Out-of-state handgun licenses cease to be valid in Oklahoma once the person establishes residency and is issued an Oklahoma handgun license.

• Act becomes effective November 1, 2015.
