Amends the Oklahoma Charter Schools Act to add a new provision allowing federally recognized Indian tribes to sponsor charter schools located on property held in trust by the Bureau of Indian Affairs for the benefit of the tribe within the tribe's former reservation or treaty area boundaries

Clarifies that federally recognized Indian tribes operating high schools under Bureau of Indian Affairs authority as of November 1, 2010, may sponsor charter schools dedicated to native language immersion instruction within their former reservation or treaty area boundaries, with native language immersion requiring that educational instruction and activities be primarily conducted in the native language

Maintains existing charter school sponsorship requirements for school districts (with 5,000+ average daily membership in counties with 500,000+ population or with schools identified as needing improvement), technology centers, higher education institutions, and the State Board of Education

Limits State Board of Education sponsorship of charter schools for the Office of Juvenile Affairs or contractors providing group home services to no more than two schools between July 1, 2010, and July 1, 2016

Becomes effective November 1, 2015
