HB 1036 Summary

• Amends the Oklahoma Emergency Response Systems Development Act by modifying definitions related to ambulance services, emergency medical personnel, and emergency response systems.

• Requires licensed Emergency Medical Services to conduct Quality Assurance and Continuous Quality Improvement reviews of operations and medical care provided in accordance with standards developed by EMS Administration and Medical Control.

• Makes all Quality Assurance review proceedings, records, and continuous quality improvement activities confidential and exempt from disclosure by subpoena, the Oklahoma Open Meeting Act, and the Oklahoma Open Records Act.

• Updates the population threshold for stretcher aid van services from 300,000 to 500,000 people and modifies the definition of "stretcher aid van patient passenger" to clarify screening and authorization requirements.

• Becomes effective November 1, 2015.
