Establishes a State Employee Suggestion Program allowing state agencies with more than ten full-time employees to develop voluntary suggestion programs to promote efficiency and cost savings.

Authorizes financial rewards of up to 20% of direct cost savings when an employee's suggestion results in savings of $5,000 or more, with a limit of one award payment per employee per fiscal year.

Excludes from eligibility suggestions involving grievances, classification and pay, matters under study or audit, legislation requirements, and suggestions where the employee claims patent rights.

Transfers administration of the Incentive Awards for State Employees program from the Committee for Incentive Awards to the Office of Management and Enterprise Services, which will promulgate rules and policies.

Repeals six sections of the previous Incentive Awards for State Employees Act while maintaining longevity awards (certificates and lapel pins at five-year service intervals) and unit incentive compensation awards.
