OK HB1054

Amends 21 O.S. 2011, Section 1051, to modify the reference to the Oklahoma Education Lottery Act from "Section 36 of the Oklahoma Education Lottery Act" to "735 of Title 3A of the Oklahoma Statutes."

Maintains existing lottery exemptions for the Oklahoma Lottery Commission, merchants conducting raffles through Chambers of Commerce, military community chest welfare funds, and qualified organizations.

Defines "qualified organizations" eligible to conduct raffles as churches, accredited schools, student groups, parent-teacher associations, fire departments, police departments, federal tax-exempt organizations, and entities defined in Title 3A Section 402.

Requires raffles conducted by qualified organizations to be run by organization members without compensation and prohibits hiring external persons or businesses to conduct raffles or sell tickets.

Becomes effective November 1, 2015, and will cease to apply if the Oklahoma Education Lottery Act loses legal force per the referenced statute section.
