Amends 62 O.S. 2011, Section 34.64 to authorize institutions within the Oklahoma State System of Higher Education to process certain claims and payments without claim forms, specifically federal tax withholding payments to the U.S. Treasury.

Authorizes the Director of the Office of Management and Enterprise Services to process payments for federal tax withholding and interest payments to the U.S. Treasury without claim forms, and to establish separate funds for accumulating and remitting such payments.

Requires all payments disbursed from the State Treasury to be conveyed solely through electronic payment mechanisms, with the State Treasurer able to provide exemptions for cause with a published report of exempted payments and reasons on the State Treasurer's website.

Maintains existing procedures requiring miscellaneous and payroll claims to be filed with the Director of the Office of Management and Enterprise Services for audit and settlement prior to payment by the State Treasurer.

Becomes effective July 1, 2015, with an emergency declaration allowing immediate effect upon passage and approval.
