Amends Oklahoma statutes to add a fifth public health advisory council, the Home Care, Hospice and Palliative Care Advisory Council, to assist the State Board of Health and State Department of Health.

Home Care, Hospice and Palliative Care Advisory Council consists of 9 members: 2 appointed by the Governor, 3 by the Speaker of the House, 3 by the President Pro Tempore of the Senate, and 1 by the State Board of Health; requires 5 members for a quorum.

Council membership includes hospice and home care administrators, recipients or guardians of home care/hospice services, physicians certified in palliative care, advocacy representatives, and industry representatives.

Council has authority to recommend rules to the State Board of Health, provide public forums, make nonbinding recommendations on home care and hospice quality improvement, and review best practices in these service areas.

Act becomes effective November 1, 2015.
