Removes steno-mask reporting as an authorized method for court reporters and allows transcript fees to be prescribed by the Supreme Court instead of the fixed $3.50 per page rate.

Requires electronic delivery of transcripts by email or other agreed method when courts have implemented electronic transcript systems, and mandates filing of electronic transcripts and exhibits as prescribed by the Supreme Court.

Authorizes court reporters and trial court administrators to destroy exhibits and notes after specified time periods (10 years for civil cases, 20 years for domestic relations cases) with exceptions for cases that have been transcribed or filed.

Establishes procedures for handling court reporter materials upon death of a reporter or termination of employment, requiring delivery of electronic copies and indexes to trial court administrators or court clerks.

Declares that Supreme Court rules govern electronic exhibits and becomes effective November 1, 2015.
