Reports of contagious or infectious animal diseases obtained under Section 698.15 of Title 59 are exempt from the Oklahoma Open Records Act except when no person or farm can be individually identified.

Specific information from disease reports may only be released upon court order, with written consent of the affected person, by State Veterinarian determination to protect public or animal health, to health/veterinary professionals and state agencies for disease control enforcement, or for statistical purposes without identifying persons or farms.

The State Veterinarian and State Board of Agriculture retain full authority to use reported disease information as necessary to enforce provisions of Title 2 of the Oklahoma Statutes.

The act becomes effective November 1, 2015.
