Expands 47 O.S. 2011, Section 11-314 to include Department of Transportation maintenance vehicles, Turnpike Authority maintenance vehicles, and licensed Class AA wreckers displaying flashing red or blue lights alongside existing emergency vehicle requirements.

Requires drivers on multi-lane highways to change lanes away from stationary authorized vehicles if possible and safe; if unable to change lanes safely, drivers must reduce speed to a safe speed for existing conditions.

Requires drivers on all other highways to proceed with due caution and reduce vehicle speed to a safe speed for existing road, weather, and traffic conditions when approaching stationary authorized vehicles.

Clarifies that operators of stationary authorized vehicles remain liable for consequences of reckless disregard for safety of persons and property on the highway.

Becomes effective November 1, 2015.
