Eliminates the marriage license system and replaces it with marriage certificates executed by officials solemnizing marriages and affidavits of common law marriage filed with court clerks.

Reduces recording fees to $5.00 if couples complete premarital counseling (minimum 4 hours) and $50.00 if they do not or for common law marriage affidavits.

Allows marriages to be solemnized by judges, ordained clergy, rabbis, and religious assemblies with no ordained minister (including Friends, Baha'is, and Latter-day Saints).

Requires marriage certificates and common law marriage affidavits to include parties' full legal names, ages, residences, and be notarized and filed with district court clerks as official records.

Effective November 1, 2015; requires entities accepting proof of marital status to recognize filed marriage certificates and affidavits as equivalent to former marriage licenses.
