Deletes the term "commercial" from the prohibition on texting while driving, making the texting ban apply to all drivers rather than just commercial motor vehicle operators.

Maintains the existing ban on writing, sending, or reading text-based communications while operating any motor vehicle on Oklahoma streets and highways while the vehicle is in motion.

Preserves the $500 misdemeanor penalty for violations of the texting prohibition.

Clarifies exemptions for voice commands for phone calls, GPS/navigation system input, and multi-function devices like fleet management systems and smartphones when used for non-texting purposes.

Becomes effective November 1, 2015.
