Removes the requirement for front seat passengers to wear seat belts, requiring only vehicle operators to wear properly adjusted and fastened safety seat belts in Class A, B, and C commercial motor vehicles and passenger vehicles.

Defines "passenger vehicle" as Class D motor vehicles, excluding trucks, tractors, recreational vehicles, motorcycles, motorized bicycles, and farm-use vehicles.

Allows the Commissioner of Public Safety to issue medical exemptions from seat belt requirements based on written physician attestation, appearing as a restriction on the driver license until expiration.

Exempts U.S. Postal Service route carriers from seat belt requirements while performing official duties and prohibits the Department of Public Safety from recording violations as points on traffic records.

Sets maximum fine and court costs for violations at $20.00 and allows municipalities to enforce identical ordinances without more stringent provisions; effective November 1, 2015.
