Removes "subject to the availability of funds" language, making the $5,000 annual salary bonus a mandatory entitlement for eligible school psychologists, speech-language pathologists, and audiologists, payable no later than January 31 each year.

Eligible employees must be nationally certified school psychologists designated by the National School Psychology Certification Board or hold a Certificate of Clinical Competence from the American Speech-Language Hearing Association and be licensed to practice in Oklahoma.

Part-time employees receive a pro-rated bonus based on proportionate full-time employment equivalency, and the bonus is excluded from salary calculations for minimum salary schedules and Teachers' Retirement System contributions.

Increases the annual bonus to $7,000 upon implementation of subsection N of Section 6-204.2.

Renames the revolving fund to "Oklahoma School Psychologist, Speech-Language Pathologist, and Audiologist National Certification Revolving Fund" and establishes it as a continuing fund not subject to fiscal year limitations; effective July 1, 2015 with emergency clause for immediate effect.
