Authorizes citizens with valid Oklahoma handgun licenses to carry concealed or unconcealed handguns on private school property and school buses if the private school adopts a policy authorizing such possession.

Grants immunity from liability to private schools that adopt policies authorizing handgun possession, except in cases of gross negligence or willful or wanton misconduct.

Permits licensed handgun carriers to possess firearms on public college, university, and technology center property in vehicle parking areas and other authorized locations, but prohibits carrying into ticketed event venues.

Prevents public college and university presidents or technology center administrators from denying consent to carry concealed handguns unless the licensee has previously been involved in a violent incident or acted with deliberate or reckless disregard for safety.

Becomes effective November 1, 2015.
