Removes the 1,000-foot minimum distance prohibition from schools for private treatment facilities, transitional living centers, and halfway houses established prior to the bill's effective date.

Maintains the 1,000-foot distance requirement for any new private treatment facilities, transitional living centers, or halfway houses established on or after July 1, 2015.

Allows existing facilities established before the effective date to continue operating even if a school is later built within the prohibited distance zone.

Becomes effective July 1, 2015, with an emergency clause declaring the act effective immediately upon passage and approval.
