Amends Oklahoma law requiring school districts to conduct national criminal history record checks on employees and prospective employees through the Oklahoma State Bureau of Investigation (OSBI).

Search fees capped at $50 or actual cost, whichever is less, with school districts permitted to reimburse employees; OSBI must provide results within 14 working days.

Allows prospective employees up to 60 days of temporary employment while awaiting background check results, with schools required to notify applicants of fees and reimbursement policies.

Exempts from background check requirements: full-time teachers moving between districts with prior checks within 5 years, substitute teachers with 5+ years prior service, and teachers with 10+ consecutive years in same district as full-time before switching to substitute role.

Exempts law enforcement officers already employed by law enforcement agencies from background check requirements when applying for school employment; also exempts part-time/temporary technology center employees and protects school districts from liability except for negligence during 60-day temporary employment period.
