HB 1169 Summary

• Creates the JaRay Wilson Runaway Child Alert System Act, establishing a statewide alert system for missing or runaway children age 17 or younger whose disappearance poses a credible threat to their safety and health.

• Directs the Department of Public Safety to develop and implement the system in cooperation with the Department of Transportation, Department of Human Services, local law enforcement agencies, and media outlets.

• Names the Commissioner of the Department of Public Safety as the statewide coordinator, tasked with adopting rules, developing procedures for activation and termination of alerts, and determining reimbursement procedures for law enforcement costs.

• Requires local law enforcement agencies to obtain child photographs, identify information, and immediately report missing children through the national crime information center upon issuing an alert; mandates immediate notification to the Department when a child is located.

• Amends 10A O.S. 2011, Section 1-4-201 to allow peace officers to place runaways located through the alert system in protective custody while determining if the child is a victim of abuse, subject to Interstate Compact for Juveniles Act if the child is from another state; becomes effective November 1, 2015.
