• Appropriates funds from the General Revenue Fund to the Office of Management and Enterprise Services for fiscal year ending June 30, 2016, to perform duties imposed by law.

• Appropriates funds from the Public Building Fund to the Building and Facility Revolving Fund for maintaining state buildings operated by the Office of Management and Enterprise Services for fiscal years ending June 30, 2016 and 2014.

• Non-capital outlay appropriations may be budgeted for fiscal year 2016 or 2017, with funds encumbered through June 30 of the respective year and expended by November 15 of the following year.

• Unspent funds not budgeted for the subsequent fiscal year lapse to the proper fund, and funds may not be budgeted in both fiscal years simultaneously.

• Takes effect July 1, 2015.
