Appropriates funds to the Oklahoma Department of Commerce from the General Revenue Fund for fiscal year ending June 30, 2016, with all budget categories set at $0.00.

Establishes budgetary limitations for the Department of Commerce at 0.0 full-time-equivalent employees and $0.00 for lease-purchase agreements for fiscal year 2016.

Allows appropriations to be budgeted for either fiscal year 2016 or 2017, with funds budgeted for FY-16 must be expended by November 15, 2016, or lapse to the proper fund.

Requires funds budgeted in FY-16 that are not needed may be rebudgeted for FY-17 only after the agency submits a budget work program revision approved by the Office of Management and Enterprise Services.

Act becomes effective July 1, 2015.
