Appropriates funds from the General Revenue Fund to the Department of Environmental Quality for fiscal year ending June 30, 2016, with all budget categories and divisions allocated at $0.00.

Establishes budgetary limitations of 0.0 full-time-equivalent employees and $0.00 for lease-purchase agreements for the fiscal year ending June 30, 2016.

Authorizes the Executive Director of the Department of Environmental Quality to set employee duties and compensation not otherwise prescribed by law.

Permits appropriations to be budgeted for either fiscal year 2016 or 2017 (but not both simultaneously), with FY-16 funds encumbered only through June 30, 2016, and expended by November 15, 2016; unused FY-16 funds may be rolled to FY-17 after budget revision approval.

Becomes effective July 1, 2015.
