Requires the J.M. Davis Memorial Commission to budget all funds under the Museum Operations category at $0.00 for fiscal year 2016.

Limits the Commission to 0.0 full-time-equivalent employees and $0.00 in lease-purchase agreements for fiscal year 2016, with employee compensation to be set by the Commission.

Establishes encumbrance and expenditure deadlines: FY-16 funds must be encumbered by June 30, 2016 and expended by November 15, 2016; FY-17 funds must be encumbered by June 30, 2017 and expended by November 15, 2017, with unused funds lapsing to the proper fund.

Takes effect July 1, 2015.
