Appropriates funds from the General Revenue Fund to the District Attorneys Council for fiscal year ending June 30, 2016 (amount to be specified).

Authorizes transfers from the Crime Victims Compensation Revolving Fund to the Sexual Assault Examination Fund and to the District Attorneys Council for eight employees supporting the Crime Victims Compensation Board and Victim-Witness Services.

Requires the District Attorneys Council to budget funds across eight categories including Prosecutorial Services, General Administration, Child Support Services, and Crime Victim Services for FY-16.

Authorizes the District Attorneys Council to hire twenty legal interns for fiscal year 2016 exempt from budgetary limitations on full-time-equivalent employees.

Establishes lapse dates requiring FY-16 funds to be encumbered by June 30, 2016 and expended by November 15, 2016; unused funds may be budgeted for FY-17 with Office of Management and Enterprise Services approval; effective July 1, 2015.
