Amends 62 O.S. 2011, Section 34.37 to modify requirements for Governor-submitted budget documents to the Legislature.

Allows the Governor to submit budget documents to presiding officers of each house in written or electronic format.

Maintains existing requirements that budget documents contain complete and itemized plans of proposed expenditures classified by cabinet areas, function, character, and object.

Requires the Governor to accompany budget documents with proposed revenue measures if expenditures exceed State Board of Equalization estimates to ensure a balanced budget.

Effective date: July 1, 2015.
