Amends Oklahoma Self-Defense Act to recognize valid concealed or unconcealed carry weapons permits issued by other states, and reciprocates with nonpermitting carry states.

Persons entering Oklahoma with valid out-of-state firearms permits may continue carrying concealed or unconcealed firearms and must disclose possession to peace officers upon contact.

Establishes that individuals without felony convictions who are lawfully able to own firearms under Oklahoma Constitution are considered individually licensed and verified by the State of Oklahoma under Federal Gun-Free School Zones Act.

Requires persons from nonpermitting states to present valid photo identification proving legal residency in their home state; directs Department of Public Safety to maintain a current list of nonpermitting states for law enforcement.

Allows persons age 21 or older with valid out-of-state firearm licenses to apply for Oklahoma handgun licenses immediately upon establishing residency in the state; effective November 1, 2015.
