HB 1265 Summary

• Amends 21 O.S. Section 1277 to authorize licensed handgun carriers to carry firearms on private university, private college, or private vocational-technical school property if the institution adopts a policy authorizing such carry.

• Provides liability immunity for private educational institutions that adopt firearm carry policies, except for cases involving gross negligence or willful/wanton misconduct and workers' compensation claims.

• Deletes the notification procedure and administrative fine previously applicable to college/university violations; establishes that institutions cannot prohibit lawful handgun license holders from carrying firearms in permitted locations.

• Defines "motor vehicle" as automobiles, trucks, minivans, or sports utility vehicles, and "private university, private college or private vocational-technical school" as private higher educational institutions not part of the Oklahoma State System of Higher Education.

• Effective date: November 1, 2015.
