HB 1268 Summary

• Amends the Passport to Financial Literacy Act to allow students with the most significant cognitive disabilities (MSCD) with an Individualized Education Program (IEP) to demonstrate satisfactory knowledge through alternate measures instead of completing all areas of instruction.

• Students with MSCD must receive substantive instruction in lifeskills curriculum and demonstrate acquired knowledge through IEP-required alternate measures to satisfy the personal financial literacy requirements.

• Requires the State Department of Education to provide resources including online modules with assessment components and materials for English language learners to access personal financial literacy instruction.

• Encourages school districts to assign responsibility for teaching personal financial literacy to the same teacher or teachers on a continuing basis for high-quality consistent instruction.

• Becomes effective July 1, 2015, with an emergency declaration for immediate implementation upon passage and approval.
