HB1271 Summary - Omnibus School Act of 2015

• Modifies implementation dates for the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE), delaying full quantitative component implementation until after the Teacher and Leader Effectiveness Commission recommends it (changing target from 2015-2016 to a flexible future date).

• Prohibits the State Board of Education from developing and administering criterion-referenced tests for grades 3-8 in subjects not required by federal law, effective 2015-2016 school year.

• Deletes requirements for fine arts assessments in grades 3-8 and removes the limitation on probationary teacher promotions under the Reading Sufficiency Act.

• Directs the State Board of Education to not calculate school site grades or performance designations during the 2015-2016 school year; schools receive the prior year's (2014-2015) grade during this study period.

• Becomes effective July 1, 2015, with an emergency clause allowing immediate implementation upon passage and approval.
