HB1272 Summary

• By July 1, 2015, the State Board of Education shall adopt rules for implementing a state system of student assessments utilizing higher education admission and placement assessments, not aligned with Common Core State Standards.

• Deletes requirements for the State Board to develop and administer criterion-referenced tests in grades 3-8 and end-of-instruction tests, replacing them with state-mandated assessments.

• Deletes requirement for school districts to administer fine arts assessments and removes requirement to report end-of-instruction test results on student transcripts.

• Changes the effective date for students to demonstrate mastery of academic content standards from 2008-2009 to the 2016-2017 school year, with assessment results reported to districts no later than June 1 each year.

• Makes decisions by boards of education regarding student diploma eligibility final and nonappealable, and authorizes the State Board to contract for a public communications campaign regarding assessment requirements.
