Amends Oklahoma law to permit law enforcement agencies to contract with third parties for transportation of individuals requiring mental health treatment, provided the contracting party maintains bonding and liability insurance at minimum levels required by state law.

Allows transportation of medically stable individuals to mental health facilities designated by the Commissioner of Mental Health and Substance Abuse Services after emergency detention is determined to be warranted.

Permits transportation of individuals to out-of-state mental health facilities if located over 50 miles from the county seat, the out-of-state facility meets specific accreditation and compacting requirements, and clinical determinations support improved care.

Maintains requirements for peace officers to document the basis for taking individuals into protective custody and provides procedures for medical assessment and detention authorization.

Effective date: November 1, 2015.
