HB 1292 Summary

• Delays full implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) from the 2015-2016 school year to the first full academic year after the Teacher and Leader Effectiveness Commission recommends the quantitative component of the TLE.

• Modifies the Teacher and Leader Effectiveness Commission's recommendation deadline from May 1, 2014 to May 1, 2016 for adoption of student academic growth and other academic measurement quantitative components.

• Extends the period during which school districts must base 100% of evaluation ratings on qualitative components only, with larger districts (average daily attendance over 35,000) able to voluntarily incorporate quantitative components at their own expense.

• Maintains requirements for written evaluation policies, annual evaluations of teachers, formative feedback for probationary teachers, and training for evaluation administrators.

• Declares an emergency effective upon passage and approval.
