Appropriates $12,000,000 to the Employment Security Administration Fund from federal Unemployment Compensation Modernization Transfer funds made available June 25, 2009, under Section 903(f) of the Social Security Act.

Allocates $6,000,000 to the Employment Service Program and $6,000,000 to the Unemployment Insurance Program for administrative expenses.

Requires the Oklahoma Employment Security Commission to expend all appropriated funds before December 31, 2016, and account for expenditures in accordance with United States Secretary of Labor standards.

Mandates the Commission utilize the appropriation in compliance with provisions and requirements of the Social Security Act, Title 42 of the United States Code.

Becomes effective November 1, 2015.
