Amends Section 11-103.6f of Oklahoma Statutes to add new requirements for military families transferring between states during high school.

Requires the State Board of Education to adopt rules by December 1, 2015, allowing school districts to waive the Oklahoma history graduation requirement for children of military families defined in the Interstate Compact on Educational Opportunity for Military Children.

Military students must have transitioned with the military from another state and completed a similar state history class in their previous state to qualify for the waiver.

Maintains existing provisions allowing districts to grant individual exceptions to graduation requirements for out-of-state transfer students who cannot otherwise meet requirements without extending graduation.

Becomes effective July 1, 2015, with an emergency declaration included for immediate enactment.
