Amends the Student Data Accessibility, Transparency and Accountability Act of 2013 to add a "military student identifier" as a new category of student data for children whose parent or guardian is a member of the Armed Forces, reserve component, or National Guard.

Requires the State Board of Education to include the military student identifier in the state student data system by July 1, 2016.

Adds an exception allowing the State Department of Education to transfer confidential student data with a military student identifier to the Department of Defense for purposes of developing policy and military child education initiatives.

Excludes the military student identifier from being considered a new student data collection requiring Governor and Legislature approval under existing notification procedures.

Becomes effective July 1, 2015, with an emergency declaration to allow immediate implementation.
